Ipswich bar fined for breaching Noise Abatement Notice

The Designated Premises Supervisor of an Ipswich bar has been ordered to pay £903 for breaching a Noise Abatement Notice issued by Ipswich Borough Council.

The hearing, at Ipswich Magistrates Court on Monday 20 November, found the Designated Premises Supervisor of The Moloko bar, Mr Elvis Alika at 8 Lion Street guilty and he was given a conditional discharge. Full costs of £877 and a victim surcharge of £26 were awarded against Mr Alika.

The bar caused a statutory noise nuisance to a local resident on Princes Street, and so was served a Noise Abatement Notice by Ipswich Borough Council on 16 May 2023.  The breach of this was witnessed on 2 June 2023.

Breaching a Noise Abatement Notice is a criminal offence under Section 80 (4) of the Environmental Protection Act 1990.

Councillor John Cook, Ipswich Borough Council Portfolio Holder for Communities and Sport, says: “While we want venues in Ipswich to create a thriving and enjoyable atmosphere, the Council must ensure that noise levels are safe and do not cause a disturbance to nearby residents.

 A noise abatement notice was served to The Moloko Bar following informal discussions with them to limit noise levels. Despite this, the noise issues were not resolved and therefore the owner was prosecuted.”
